Palm Beach County BOCC Briefs for July 13

WEST PALM — At the July 13, 2021, Board of County Commissioners meeting, the board took the following action:

• COVID-19 Update — received presentation from Dr. Alina Alonso, Palm Beach County Health Department and Mary Blakeney, Director Palm Beach County Emergency Management. COVID-19 Delta variant now makes up more than 50 percent of new cases. Forty percent of adult hospitalizations are between the ages of 18-49. The county’s daily positivity rate is at 7.8 percent and 62 percent of the population is fully vaccinated. Members of the public are still encouraged to be vaccinated. Organizations and businesses can request on-site vaccinations on the DOH website at www.pbchd.com or at www.hcdpbc.org.

• Administration received and filed the 2021 State Legislative Session Final Report with a review of Palm Beach County’s 2021 State Legislative Agenda priorities and appropriations.

• Airports approved a contract for $853,148.25 and 180 calendar days for the Wallis Road Phase 2 project at Palm Beach International Airport (PBI).

• Environmental Resources Management approved a resolution updating the 2021 Lake Worth Lagoon (LWL) Management Plan, summarizing the progress made from 2013 to 2020, presenting future restoration projects and monitoring goals, and incorporates the first ever watershed-focused management approach.

• Facilities Development and Operations approved a 3-year concessionaire lease agreement with a two-year extension option at Okeeheelee Golf Course for the operation of a food and beverage concession.

Adopted a resolution to extend the lease agreement with Pero Family Farms, for two years until June 30, 2023 and approved the fourth amendment to the lease agreement of 271 acres in the Agricultural Reserve in Boynton Beach at an annual rate of $135,455.

• Financial Management and Budget postponed a public hearing for approval of the use of the uniform method of collecting non-ad valorem special assessments provided for in Chapter 197, Florida Statutes to the August 17, 2021 BCC Meeting.

Received and filed the American Rescue Plan Act (ARPA) certification, which includes receipt of $290,730,026, of which $145,365,013 (50%) was received on May 20, 2021. Also provided direction on the proposed Fiscal Strategy for the spending of these funds based on the eligible use categories.

• Housing and Economic Development approved a resolution of the Palm Beach County Action Plan for Fiscal Year 2021-2022, a Community Development Block Grant funding of $224,882 to the Town of Lake Clarke Shores for the construction of sanitary sewer improvements in a residential neighborhood located on Forest Hill Boulevard, and an Impact Fee Affordable Housing Assistance Program funding award in the amount of $5,305 to the Community Land Trust of Palm Beach County for the 127 South F Street project in Lake Worth Beach.

Approved revisions to the Job Growth Incentive Fund Program re-naming the program to the Economic Development Incentive Program incorporating various criteria for business incentives when provided as a local match to state programs, or stand-alone incentives from the county, and to list parameters for providing the incentive in the form of cash and/or ad valorem tax exemption.

• Palm Tran adopted a resolution authorizing a grant application with the Florida Commission for the Transportation Disadvantaged for a project for $3,756,293 for the Trip & Equipment Grant Program to provide Palm Tran Connection service trips, and discounted daily and monthly fixed route bus passes.

Approved an agreement between Palm Tran and Trapeze Group for PASS Mobile Application software. The PASS-App software will provide a mobile application for Android and iPhone that customers can use to book and manage trips on Palm Tran Connection.

• Planning, Zoning and Building directed staff to continue to evaluate the safety of certain building types in the unincorporated area of Palm Beach County and draft a letter to condominium boards encouraging them to assess the structural integrity of their buildings. Staff will also work with community partners, the Tax Collector and Property Appraiser regarding developing and implementing a recertification program.
