Palm Beach County Commission works on vaccine rollout

WEST PALM BEACH – At the Jan. 12 Board of County Commissioner meeting, the board took the following action:

COVID-19 – received an update from Dr. Alina Alonso, director of the Florida Dept. of Health-Palm Beach County and county staff on local COVID-19 mitigation efforts. Jan. 12 marked the 302nd day of Level 2 activation at the Emergency Operations Center. The county’s daily positivity rate is nearly 12%, with an average of 895 new cases per day (59.8 per 100,000 residents). Vaccine rollout remains in Phase 1. To date, 42,000 doses have been administered in Palm Beach County to residents and staff of long-term care facilities, persons age 65 and older, and healthcare personnel, in accordance with the governor’s executive order. Eligible individuals must have an appointment to be vaccinated. Dr. Alonso urged patience, as supplies are extremely limited.

Palm Tran – approved the purchase of 11 paratransit vehicles from Florida Transportation Systems, Inc. utilizing $1,199,741 in FDOT grant funds and $133,305 in required match for a cumulative purchase price of $1,333,046. The vehicles being replaced were purchased in 2015 with Public Improvement Revenue Bond funds and have reached the end of their useful life.

Public Safety – approved the issuance of a Special Secondary Service Certificate of Public Convenience and Necessity (COPCN) to Universal Protection Service, LLC (Universal) to provide advanced life support (ALS) first response, non-transport services for the gated community of Wycliffe Golf and Country Club Homeowners Association, Inc.

Airports – approved a contract with Ailevon Pacific Aviation Consulting LLC for the period Feb. 1, 2021 - Jan. 31, 2024, to provide professional and technical consulting services on an as-needed basis in support of the air service development program at Palm Beach International Airport. It includes one 24-month option to renew at an amount not to exceed $200,000 per year for a total not-to-exceed amount of $600,000. The board also approved an amendment to the lease and concession agreement with Host International, Inc. providing for abatement of the minimum annual guarantee (MAG) for lease year 2020 and a reduced MAG of $1.05 million for lease year 2021 for a total abatement of $947,602. Host International operates the restaurants at PBIA.

YMCA – approved a 50-year lease agreement with the YMCA for approximately five acres in Lake Lytal Park at a rental rate of $10 per year with one 50-year extension option. The YMCA is relocating its branch in Palm Springs to this undeveloped site within Lake Lytal Park. Under the agreement, the county will construct an aquatics facility; the YMCA will construct an Olympic-style skate park training facility (Phase 1), a 45,000-square-foot community center/health and fitness facility (Phase 2), and a 10,000-square-foot childcare center/preschool (Phase 3). The YMCA will assume operational responsibility over the aquatic center within 24 months of construction.

Cottage homes – approved an agreement with the West Palm Beach Housing Authority for the development, ownership and operation of a small-lot housing pilot project on 1.36 acres of county-owned property located at Military Trail and Clemons Street in unincorporated Lake Worth. The 17 cottage homes will be distributed as follows: six 2-bedroom/1-bath units, six 2-bedroom/2-bath units, and five 3-bedroom/2-bath units, with square footage ranging from 981 to 1,200. All units will be rental with gross rent for the first year ranging from $598 to $730 per month, and maximum continued occupancy by any given tenant of 24 months. Funding for project design, permitting and construction is from the Infrastructure Sales Tax Fund.

Equal Opportunity – adopted changes to the Palm Beach County Equal Employment ordinance amending the definition of “employer” to any business with five or more employees. The previous ordinance was applicable to businesses with 15 or more employees.

United Way – accepted the Florida Public Sector Giving Award from the United Way of Palm Beach County for the fourth consecutive year. County employees raised over $767,000 during the 2019-2020 United Way campaign. Chair of the county’s United Way drive was ISS Chief Information Officer Archie Satchell. Public Safety Director Stephanie Sejnoha served as co-chair.

Advisory panel – sitting as the Child Care Facilities Board, approved the appointment of Mark Holsapfel to the Child Care Advisory Council, as representative of the Florida Department of Children and Families.
