USACE to hold LOSOM Operational Guidance Workshops in September

JACKSONVILLE — The U.S. Army Corps of Engineers, Jacksonville District announces a series of Operational Guidance Workshops for the Lake Okeechobee System Operating Manual (LOSOM) Project Delivery Team (PDT). Operational Guidance Workshops are scheduled for Sept. 22 and 29.

“The operational guidance workshops are a key opportunity for the PDT and stakeholders to provide input into the specifics of operational guidance. Participation and feedback is very important as we write the manual that accompanies the Lake schedule,” said LOSOM Project Manager Tim Gysan. “We are also working on the optimization of the lake schedule based on the Iteration 3 goals developed from stakeholder input. We will discuss the optimization progress with the PDT in mid-October 2021. These two elements will come together to result in our LOSOM preferred alternative. The Iteration 3 process is scheduled to be complete by mid-November 2021.”

“The operating plan for Lake Okeechobee encompasses more than just lines on a plot, it’s the details that support those lines that really provide the everyday decision-making guidance, said Gysan. “This will all be documented in the Environmental Impact Statement (EIS) and Water Control Plan.”

The release of the draft EIS for public comment is scheduled for March 2022, the release of a final EIS by September of 2022, and a Record of Decision in December of 2022, so that we have the plan ready to implement as soon as the Herbert Hoover Dike Rehabilitation is complete at the end of 2022.

The Project Delivery Team (PDT) members include only the federal officials and elected officers of state, local or tribal governments or their designated employees with authority to act on their behalf acting in their official capacities.

Members of the public (PUBLIC) are welcome to attend the government agency PDT meeting and provide comment during the designated Public Comment periods.

LOSOM PDT Operational Guidance Workshop (Lake Recovery, Environmental Conditions, Ramp up/down): Wednesday, Sept. 22, 1 to 3 p.m. Conceptualization of operational guidance for Lake Okeechobee recovery, how to incorporate environmental conditions in the decision making, and ramp up or ramp down of releases when moving between release guidance.

LOSOM PDT Operational Guidance Workshop (Forecasting and makeup releases): Wednesday, Sept. 29, 1:30 to 3:30 p.m. How to incorporate forecasting into operational guidance and concepts of make-up releases.

The purpose of the Lake Okeechobee System Operating Manual (LOSOM) effort is to reevaluate and define operations for the Lake Okeechobee Regulation Schedule that take into account additional infrastructure that will soon be operational.
